Cassiopeia supported the Older People’s team in the development of a final stage POPP bid covering Carer Services. The project involved mapping the theory of change behind the proposed development to understand how and why the service would met its strategic objectives, and undertaking an economic appraisal of the proposed service over its funded lifespan.
